Applying from abroad splits the Golden Visa into two halves. Proving you qualify, preparing your documents and getting the entry visa can all be done from your home country; the in-person steps, meaning the medical fitness test, the Emirates ID fingerprints and the residence issuance itself, happen in the UAE.

What You Can Do From Abroad

  1. Choose your route and get its proof of eligibility, for example the letter from the land department confirming you own property worth at least AED 2,000,000.

  3. Arrange health insurance that is valid in the UAE, and check that your passport is valid for at least 6 months.

  4. Apply for your category's Golden Residence entry visa on ICP's smart app or website, logging in with UAE Pass.

What Must Happen in the UAE

  1. The medical fitness test, which every residence visa applicant aged 18 and above must pass.

The whole process cannot be completed remotely, and some services say plainly that you must already be in the UAE when you apply. The Dubai Land Department's Golden Visa service for property investors states that the applicant must be inside the UAE; its steps start with a visit to a service centre and include a medical examination there. ICP's entry-visa service for investors in public investments says the application is submitted by customers who are present inside the UAE. Which Golden Visa Routes You Can Start From Abroad

ICP runs a separate Golden Residence entry-visa service for real estate investors, investors in public investments, entrepreneurs and specialised talents. Property, entrepreneur and talent applicants can begin from home with that entry visa; public investment applicants should plan to apply from inside the UAE, and the skilled professional route needs a UAE job before it applies at all.

Property Investors

Owning UAE property worth AED 2 million or more qualifies for the 10-year renewable Golden Visa, and there is no 5-year Golden Visa for property investors. The property must be wholly in your name, you can combine several properties to reach the threshold, and if you co-own, your own share must reach AED 2 million. Mortgaged and off-plan property can qualify, but official Dubai pages do not settle how much must already be paid, so confirm that with the Dubai Land Department before you count on it. In Abu Dhabi, the Abu Dhabi Residents Office (ADRO) requires AED 2 million of your own capital. Investors in Public Investments

You qualify with a deposit of at least AED 2,000,000 with an investment fund or a national bank operating in the UAE, a UAE company with capital of at least AED 2,000,000 or a partner's share of that value, or a company paying at least AED 250,000 a year in federal taxes. The capital must be your own and not loaned. Entrepreneur Routes

Entrepreneurs qualify for the 10-year Golden Visa through any one of three routes: a UAE small or medium business with annual revenue of at least AED 1 million; a business idea approved by an accredited incubator, the Ministry of Economy, ICP or the local authority; or having founded a previous project or projects sold for at least AED 7 million. GDRFA Dubai's page adds an income of AED 2 million to the incubator route, so treat that as a Dubai rule and confirm it if you are applying in Dubai. Scientists and exceptional talents qualify on a recommendation or approval from the competent authority: for example the Emirates Scientists Council for scientists, the Ministry of Economy or a local authority for innovators, the General Sports Authority or local sports councils for athletes, and the UAE Council for Artificial Intelligence and Digital Transactions for digital talent. Skilled Professionals

The skilled professional route requires a valid UAE work permit under an approved employment contract, at least a bachelor's degree, a monthly salary of at least AED 30,000 and a senior occupational level with MOHRE (the Ministry of Human Resources and Emiratisation), meaning level one or level two. How to Apply From Outside the UAE: Step by Step

Applying from abroad takes eight steps, and the first four happen before you travel. The categories and documents are the same as for any applicant; what changes is that you enter on the Golden Residence entry visa and do the in-person steps once you arrive.

The Eight Steps in Order

  1. Confirm your route and get its proof of eligibility, such as the land department letter for property or the competent authority's recommendation or approval for talents.

  2. Attest every document issued abroad: first by the foreign ministry of the issuing country, then by the UAE embassy or consulate in that country, then by the UAE Ministry of Foreign Affairs (MoFA), which offers digital attestation for documents issued outside the UAE through its website and smart app.

  3. Arrange health insurance valid in the UAE for you and for any family members you will sponsor, and check that your passport has at least 6 months of validity.

  4. Apply for your category's Golden Residence entry visa on ICP's smart app or website with UAE Pass; ICP lists a completion time of 2 days for these services.

  5. Travel to the UAE. The entry visa allows multiple entries, so you can leave and return while it is valid.

  6. Do the medical fitness test if you are 18 or over, and give your Emirates ID fingerprints at an ICP service centre if you are 15 or over.

  7. Complete the residence issuance with ICP or, in Dubai, with GDRFA Dubai.

The Golden Residence entry visa is valid for six months, allows multiple entries and can be extended once, for another six months only. ICP lists the extension at AED 1,000 plus an AED 100 application fee, and a fine of AED 50 a day applies once the permitted stay or the entry visa expires.

Applying From Abroad Versus Applying From Inside the UAE

If you are already in the UAE on another visa, the Golden Visa residence is issued in the country and ICP lists a status adjustment fee of AED 500. If you are abroad, you enter on the Golden Residence entry visa instead, and there is no other visa to convert from.

If You Are Abroad

You apply for your category's entry visa, travel on it, and complete the medical test, the Emirates ID fingerprints and the residence issuance while it is valid. The entry visa exists for exactly this purpose, so you do not convert from another visa.

Which Path Suits You

Choose by where you will be over the next few months. A property buyer who will be in Dubai anyway on another visa can start there, which fits the Dubai Land Department's requirement that the applicant be inside the UAE, and adds the AED 500 status adjustment. Someone who cannot travel for a while, or who wants the entry visa fixed before booking flights, is better served by the abroad route, because the six-month validity, multiple entries and one extension leave room to plan the trip. Skilled professionals will normally be in the UAE already, since their route needs a UAE work permit.

Bringing Your Family

You can sponsor your family's residence through your Golden Visa, and planning for them starts before you travel.

Who You Can Sponsor and What They Need

The Golden Visa lets you obtain residence permits for your spouse and children regardless of their age, and for your parents. Family members need comprehensive, valid health insurance at the time of applying, so include them in the cover you arrange at home. After the Visa Is Issued: Living Abroad Without Losing It

These five mistakes are specific to starting from abroad, and each has a simple fix. None of the fixes guarantees an outcome, but each removes an avoidable problem.
